Hello Dear
Make sure your college provide it before ending date. You can get their when you have scored 8-8.5 cgpa.

Your college provided the transfer certificate with in the last date with 8-8.5cgpa. If yes then go for it.

Thanks for asking your query, different colleges have different upgradation policies therefore I would suggest you to go through the upgradation policies of different institute or take information on it from admission department of your college.
