Hello Bhargav, yes, you can pay 1st year college fees of IET Lucknow or BIET Jhansi by cheque, for this you need to fill the form which is available at college, and submit with all the details to college. And you have to make sure you have to maintain sufficient balance in bank account, if any case the cheque bounce then it will lead to another problem. So make sure of it.
