see most of the cases colleges dont take admission in middle of any course, however if both of the colleges falls under same university , you may apply for migration, however you need to have required percentage of marks and the college which you may opt for admission in second year must have the seat vacancy for admission, I suggest you to directly contact with the college in which you want to get admission for clarity of processing of admission.
