You should fill the name of the State which you hold the domicile of. The rest of the States, it is understood that you will be eligible for All India Quota except for Jammu and Kashmir and Ladakh. If you already submitted the application form, you can change during the correction window. But if you haven't submitted the form yet, for example if you belong to Tamilnadu and have Tamilnadu domicile, you should fill in Tamilnadu there.
