If I have filled Bihar as my state of eligibility for 15% All India Quota in my NEET 2020 form (I have a domicile of Bihar), can't I get a government medical seat in any other state of India through 15% All India Quota?

As you know admission to government medical colleges based on NEET marks is done under two categories-All India quota(15%) and state quota(85%).
The state quota is only available to students having domicile of that state and not for outsiders.
So, for medical colleges in Bihar you will be considered in state quota, and for colleges in other states you will be considered in All India Quota.

NTA has released an official notification that a Student can select any State under 15% eligibility column. That doesn't undermine a Student's domicile. And barring Jammu and Kashmir and Ladakh, you can participate in All India Counselling for all the States.  Even if you have selected Bihar under the All India Counselling, you can still attend Bihar State Counselling if you fulfil their domicile criteria.
