As you mentioned you have done the course long time back, it been twelve years since 2009, and if the project work is part of your marking scheme then it was necessary to submit the same, anyway you can reach out to IGNOU, there is grievance cell at https://igram.ignou.ac.in/ , you can  also mail them stating your problem at ssc@ignou.ac.in (mailto:ssc@ignou.ac.in) , if this doesn't yield any results then you can meet the officials at your regional centre in person to sort out the dilemma since a lot of time has passed.
