I am extremely sorry to tell you dear but you cannot apply for BSC in Delhi university right now as application form has not been released yet.

Application form of DELHI UNIVERSITY has gotten postponed due to covid-19 break and the lockdown caused by it till further notice but as of now , no new dates have been issued for the release of application form

So for now you need to wait for the notification regarding release of application form by Delhi University.
