Initially it was left out due to stand-off with UGC over legality of its off campus centres,HRD ministry decided it would get its appointment only after hyderabad and goa campuses are regularised by UGC,it then applied afresh and its off campus centres were approved by UGC,after that government issued formal orders to award IoE status to BITS after a 2 month delay, so yes bits got its institute of eminence tag.
