Yeah of course, students from any state can join Osmania University. The authority doesn't released any rule that students from other state cannot join Osmaia University.

You can very easily opt any of the courses available not matter which state or country you belong.

No, the faculties in Osmania University doesn' teach in Telugu. The faculties generally used to teach in a mixture of English and Urdu Language.
