Yes, there is a specific All India 15%  quota for NRI/OCI students. The fees for NRI students is generally higher in most of the government colleges. So NRI/OCI students can get admission in government colleges in MBBS. To clear the exam, the minimums percentile required in neet if 50 percentile (which last year are 145 marks) . Bug the admission is highly depends on the cut off. Generally the marks should be above 450 for admission in government colleges rest the cut off changes every year.
