I think you are asking which city is better for preparing for Civil Services.

Although both are meteropolitian cities, I would suggest Delhi is more preferable, most of the institutes in which you opt for coaching, have there main branches and best faculty appointed at these centres. Also there is a great environment for preparation. However, if you are having some language barrier or you will not be comfortable in North, then go for Chennai. There is not much difference between the two cities. Delhi is slightly overrated. The average cost of living is more in Delhi, whereas there is poor ambience in Chennai, as the class-rooms are not proper in Chennai. Also the book stores in Chennai are not that great. Delhi has big batches. Around 400 students study at a time in a class. Delhi has pollution, extreme climate, extreme climate, extreme competition.

All the above mentioned facts are regional, and can not be generalized for such big cities. Obviously there are similar conditions in both the cities, and it depends on you. If you are south indian, adapting to Delhi trends will be difficult and focuson studies will be lost. Similarly for a Noth guy to adapt to such big city with huge language barrier is tough. Therefore, both are good, and it depends on your environment. Just go for which coaching institute has best teacher. And if you want to do self study then any place should be good for you.
