For Delhi state quota, the counselling authority is Medical Counselling Committee (MCC) but for AIQ seats in Delhi the counselling is conducted by DGHS on the behalf of MCC. So the state quota seats of IPU and DU will be allotted by MCC and AIQ seats for same universities will be allotted by DGHS on the behalf of MCC.

You have to separately register for state quota seats on the official website of MCC.
