As per your query I would suggest you to fill your category as OBC . The reason I am suggesting that is your domicile is Rajasthan and it does not change even if you did your 11 and 12 from Delhi. Now if your certificate would have been issued by state government then you would have faced a problem because it is only valid for the state you belong to but as your OBC certificate is issued by the Central government it is valid throughout India. Having said that choosing OBC option is completely applicable.
