As per query you did your studies in Telangana but you are a native from Andhra Pradesh. So let me tell you that it is valid for the candidates who still reside in Andhra Pradesh. As Telangana government added new clause so getting the same benefit is not possible if you reside in Telangana now. Still you could  gather information from local authorities.
