the eligibility criteria of gate scholarship is as follows,

• Foreign students, sponsored candidates and candidates admitted in PG programs through management quota are not eligible for the Scholarship.
• applicants  must have a valid GATE score at the time of the admission. Admissions done before or after the GATE validity will not be accepted.
• Candidates admitted for part time courses will not be eligible for scholarship.
• Candidates should have a general saving bank account with his/her name. Joint accounts are not allowed for the scholarship.
• Creamy layer OBC candidates  who have qualified under OBC category are not eligible for AICTE scholarship for GATE.
• Candidates qualified under SC/ST/OBC (NCL)/Physically Handicapped not having an authentic certificate are not eligible.
• The GATE/GPAT scholarship will be disbursed for a maximum period of 24 month or till completion of courses/date of submission of thesis whichever is earlier.

now coming to your state , you have already taken admission in 2019, and you have qualified gate on later, suppose on 2020, so your gate score is valid upto 2020-2022, so since the admission is done earlier before the validity of gate score, you are not eligible to apply or get the scholarship now. but if you again take admission in first year on  2020  or 2021 based on gate score , you can apply for gate scholarship.
