Predicting safe scores are tough as cut off vary every year depending on a lot of factors like the number of candidates writing the exam, difficulty level of paper etc.

Firstly, let me tell you, please don't go behind marks or percentage. The IITs accept you on the basis of ranks not marks. If you are not already aware, ranks vs marks is a really tricky analysis. Many people have tried their hand at predicting ranks and most of them haven't got it right.
Secondly, you haven't mentioned any specific branch in IIT-M so I'm assuming that you will take up any branch. According to last year's data, computer science opens at rank 26 and the last rank open for IIT-M is in Naval Architecture and Ocean Engineering at rank 5313. *
According to last year's rank , i.e 2017, you will need to get 60%.
In 2016 and 2014 you would need 40% to get a 5000 rank.
