If you don't hold up the domicile of West Bengal, you shall be treated as a GENERAL student no matter what.
So for a student of GENERAL category..you should score somewhat close to 50% in WBJEE then you shall have a shot at Jadavpur University
However things might differ as per difficulty of the paper still if you score more than 50% you should be on the safe side in scheme of things
