If you want to join Central Institute of Plastics Engineering and Technology, Chennai then you have to attempt Tamil Nadu Engineering Aptitude Test conducted by Anna University, Chennai. As per CIPET, Chennai website, Admission in UG & PG programme is based on Anna University admission policy. Application process for TNEA will start from May 1, 2018.
Seats in CIPET are allotted as per rank of candidates.

When your apply for colleges and give other competitive exams ,based on your rank you will be selected. After that college will ask you to pay fees and  do other procedures.

It's nothing matter to join in any engineering college but u have to choose correct place to expose your self and better to private universities to learn programming well of u r interested

Cbse is going to conduct jee mains exam next month.
