Hello,

There are many universities for which application form is already released few months back and it's still ongoing in quite a few cases, in such scenarios candidates in the final year can fill the form in awaiting results category, since you asked about IGNOU then it also has this provision which was introduced since last year, you can fill the form on provisional basis provided you are able to show the proof of the qualifying examination within the prescribed time frame, but I would still say go for regular course than distance degree program, yes the pandemic has altered the entire education system, and digital education has taken precedence, but if you get an opportunity then opt for regular mode, unless you want to work or prepare for any  competitive exams, then perhaps distance education is better option.
