Yes you can do computer science engineering from University of Toronto. If you are applying for bachelor's then you must have completed your 12 th , you must have IELTS with above 6.5 and individually 6 in all. If you are applying for masters then you must have graduate degree, IELTS, GRE if you have applied etc. When you compare with IIT, the I must say IIT is much better than that. In placement side you'll get placement in campus in IIT and in Canada you will have to find your own. Study in both is different, there are many factors and you must consider those, both are good in their respective space.
