Yes, you will be eligible to appear for MHT CEt exam.
Candidates belonging to other states can apply for MHT CET exam. They can also apply for Counselling through JEE (Main) Scores. However, other state students cannot apply for the government seats.

Yes, you are eligible for appearing in Maharashtra Common entrance test.
A candidate should be eligible for MH CET if he/she has an Indian nationality.
If your parents are from Maharashtra or has worked in the same, then there are other criterion to fulfill as well.
