You cannot get admission to medical colleges of any state in India without appearing for NEET. Even for doing MBBS from a foreign nation, you will have to qualify NEET. Although for other UG courses, you can give entrance exams conducted by the individual institutes or you may also get merit-based admission, depending on your course.

NEET is mandatory to get admission in MBBS/BDS and medical allied courses in India as well as abroad.Even to get admission in management quota you need to appear in NEET and qualify in it to get admission.So you have to appear in NEET and qualify in it to get admission if it is in other state.
