I will suggest you to choose btech than polytechnic.
In terms of degree requirements and acceptability for employment in India a B.Tech or B.E is a far better prospect than a Polytech diploma.
My suggestion is go for B.Tech even if at a mediocre college or else go for a polytechnic diploma at a good college if you have no good or moderate B.Tech colleges in your list.

GB Pant is an average college and not that poor in conduction.
