NIT Rourkela is a highly reputed institution which sees some of the highest cutoff rates among technological institutes. According to previous year trends for a CSE or EC seat  your rank must fall in first 10000 students for home state students and for other state students it is just half that is 5000, so with your score it will be very difficult for you.
