85% of seats are for home state candidates and 15% seats are for All India rankers.Based on previous year's cut off trends you have high chances of getting into a government college.Cut off rank may slightly vary this year.

Mam I have a doubt that my aiq rank is 29634 and ap state rank is 1583 will I get a mbbs seat in andhrapradesh state quota in 2019

Yes, you may get seat in Andhra Pradesh as 85% of seats are for home state candidates.
