Last year NIT Andhra Pradesh didn't take admission on the basis of ews rank, so not much can't be predicted on that. As far as your CRL rank of 40276 is concerned, i am afraid you can't get NIT AP with that, even with your home state quota. But you do have chance of getting some other NIT, but make sure you won't get the popular branches. To see the options you have, you can use the jEE main college predictor tool. You have very low chances to get good NIT's  , but you can get branches like textile engineering , food technology , metallurgy etc. in NIT's like NIT Meghalaya , NIT Silchar . To get admission to there you have to go through the cut-off article first. It will give you all the needy information. Here is its link.
