Hey.
Considering your rank in entrance exam is 403 in the combined merit list you have no chances in UILS, Chandigarh if you belong to the general category. You seem to have fair chances for both regional centres.
There are 120 seats each for BALLB and BCOM LLB in the Chandigarh campus, 60 each in regional centres. So for the Chandigarh campus if your rank in the BA LLB merit list after combination of both scores is uner 150-180 you'll have a fair chance in the first counselling itself. Hence chances in Chandigarh are not much and with your rank and your chances seem good for regional centres.
Best of luck

Depends on what your future plans are and what other options for law school you have this year.
If you want to go for judiciary/ litigation and don't have any other options to join this year you can go for it. But if you want to go for law firms or corporate there is no use of Ludhiana or any other regional centre. Chandigarh campus is a lot better tham regional centres. What other colleges do you have as options? And future plans?

Also toppers from regional centres get migrated in UILS in the 4th semester in case of vacancies. And quite a few people do get migrated each year.

PURC ludhiana is any day better than Chandigarh University.
If it's judiciary then your college would not matter as much. So you can go for Ludhiana. Also, migration depends on the number of vacancies in UILs. As oer last year trends there have been vacancies each year. And it will be based on your marks in the 1st and 2nd semester exams. The toppers from all the centres together get migrated in UILS.
