Hi Ayush
With this percentile it is difficult to get IIT Roorkee but you can get new IITS you can check IIT dharwad website you can easily get.

Cutoff is basically to shortlist the candidates but allotment is done on merit based it is not mandatory that if you get above cutoff then you will get admission.
Last year up to 71.2 percentile admission is done
