But i repeat my reap rank i mean in general is 3921 and in obc its 1134...and one nore question agr mra upward movement me college nhi mila to mri fee jo phle ajmr m deposit krwni hgi vo... Refund ho jygi????

You're most welcome Vinit.Also, I would like to make a correction. Since your general rank is 3921, you will not be able to get MBM. In RTU you might not get CSE and IT but you are eligible for the rest of the streams.In CTAE, you might not get CSE.You will get more clarity if you go through the PDF that I have attached with my answer. Also, if you are talking about the counselling fee then it might be returned to you if you do not report to the college and will be considered as a "Not Reported" candidate. If you are talking about the college fees then it is better if you would contact the REAP Refund helpline or the college for further information because since GEC is a government college, as per many government college policies, admission fees and counselling fees are not refunded.REAP refund helpline: http://www.rtu.ac.in/RTU/refundGEC Ajmer contact number: 092142 10952 (from google) Hope that helped. 

these collage are alloted with the higher preference or with on the basis of merit in reap by the process of upward movement

Suppose i pay fees in ajmer college just in the hope of upward movement college.. And i dont want ajmer college and by chance i didn't get any college from upward so my fee is returned by ajmer college or not.. Because i dont want to study in ajmer i will just pay fee in the hope of other colleges...

I have already mentioned that since it is a government college it will be better to contact them as it might depend on them and their discretion whether they will refund the amount or not.
