If you have forgot your user id and password then you can set it from IGNOU official website. If you are not receiving the email from the website then there must be some issue with the website, either any technical work would be going on, on the website or some glitch might have taken place. So, you can wait for another day or two and then try again you will surely get them from their side. Also check the span section and various other sections of your email account maybe it would have been dropped there.
