I have given betterment in 3 subject in 12th and i got 76% will i able to get NIT,SILCHAR or any other government engineering college

As far as NIT is concerned . The admission procedure is as you have to secure at least 75 % (  in best 5 subjects including physics, chemistry, mathematics )in class 12 or be in a top 20 percentile of your board. Then you have to secure a decent rank/marks in jee mains at least 160 marks if you are general.

No u won't get,as if u applied for improvement then it's compulsory to apply all the 5 subjects of class 12th.
