yes , with this rank you can get cse branch in NIT's but not in topnotch NIT's because the cutoff is very high there.You can get north east NIT's like sikkim and manipur only if you are resident of north east , your obs rank will be considered.Also you can try for NIT, srinagar , uttrakhand.
