First of all I want to sat I am not confident to tell you whether NIT rourkela has biotech or not (probably no )
However your marks are quite good which give you a better chance to get NIT rourkela . If we compare from last year cutoffs ,most of the courses closing ranks just falls under 40 marks so yes! I think you are eligible but yes ..Wait for the original cutoffs .You can check out the previous years cutoffs from here
