Yes you can but you have to pass your compartment other wise your admission will be cancelled

Hello sir!

As you have got compartment in class 12 exam, you are considered, as not pass in the same till date. You can definitely apply for counselling wherever you like to. But, your admission stands cancelled if you fail to clear your 12th exam. Infact, there will be no admission based on this, but it depends on the authorities and their decision at the moment.
