Now when you have been allotted a seat, you will have to pay the academic fee mandatorily otherwise you will not remain in the counselling process.

If you are not satisfied with the seat, visit the institute where you have been allotted the seat and get your documents verified and inform the authorities concerned there that you want to upgrade your seat. You will be taken into consideration for the next rounds of counselling.
