Hope you are doing well. Semi government college basically means that it gets most of it funds from a government body or a trust, but it charges fees like a private college.
Fees is quite high compared to govt. Colleges but it is not as high as a complete private college.
Usually a semi govt MBBS college will come under a state or government university,so rules and regulations will be like a government seat.
For getting semi government seat for mbbs in AIQ you need to score around 580- 590 although it varies for different states so it will be difficult for you to get semi government seat in 464 marks.
