Hello dear student,
Yes definitely you are eligible for next year's counseling anywhere throughout India . In college's who takes students from all India quota and even in state quota Colleges . So there is no need to be worried about. You are safe and prepare well and do well this time in exams. This year quitting from counseling won't affect your coming years counseling.
