Hello,
Yes you can apply for CSAB spot round. But as the closing rank was around 24 k. It would be very less possible that the cutoff ranks would go for more than 30 k in the future rounds. But in the CSAB round you might get a seat. So please apply for the CSAB spot round asap. Also the home state quota might come handy for you.
