Hi,
You can get CSE in NIT Srinagar through Home State(HS) Quota in CSAB special round of counselling which takes place after JoSAA. The closing rank of NIT Srinagar, CSE was 52670 in 2018, round 2. So you can easily get it in CSAB.

As you have mentioned that cut off of CSE branch is little less than your rank so I would like to say that there is very slight variation in rank in last rounds for branches like CSE so there is less chance for this .
But you can also wait till last round and participate in special round as may you get chance.
