Hello,

If you secure good rank then you'll surely get admission in any desired College, even if you have taken a 2 year drop it won't effect your admission whatsoever.
Now to answer your next query which is whether you'll be able to get admission through JOSSA counseling into IITs , NIT or GFTIs, based on your rank it'll be really tough for you to get admission in any of these and also since you're a general category student. The cut-offs are very high for these institutes but you can apply for the counseling and can try your luck there. I'll aslo recommend you to go for state level counselings.
To know your admission chances in JOSSA & State counseling you can use JEE Main college Predictor tool.

Hello aspirant. As you know your rank is too low. And one thing should be clear that there will be no problem in getting admissions in nit in third attempt because attemt doesn't say anything about admissions. So if you can prepare then take a drop more and clear jee main.  And at this rank you can get state engineering college like Rajasthan engineering and many more states engineering colleges. There will be no difficulty for you. All are treated as same one either they are 12th passed, 1year dropper or 2 year.

Yes. You can sit in counselling but chances of getting college is very low.
