As you are non local in andhra he will be considered first than you and thats why he got the seat.

I am confused with your question but i am answering for what I have understood.

As you mentioned yor a telengana student and he is an Andhra student. As he is local in andhra he got the seat easily. As you are non local in andhra he will be considered first than you and thats why he got the seat.
