According to previous year cutoffs and trends the maximum rank under which a SC category student got admission in IIT any branch is under 2.5k approximately but your rank is above that so it would be impossible for you to get admission in IIT.

If we talk about JEE MAIN you can get the following NIT on the basis of SC category and Other state quota.

1. NIT ROURKELA
2. SVNIT SURAT
3. NIT HAMIRPUR
4. NIT SURATHKAL
5. VNIT NAGPUR
6. NIT ANDHRAPRADESH
7. NIT WARANGAL(LESS)
8. MNNIT ALLAHABAD
9. NIT JALANDHAR
10. NIT AGARTALA

And other East NITs.Please note that the above list is irrespective of branch means it can contains both low and upper branch.
