Hello aspirant
You are eligible to get domicile certificate if any one state, it is not legal to get domicile of two state. You can get domicile from the state where you are staying for more than 8 years or the state where you have completed your xii std board exams.
If you want to study in state where your parents belong then on the basis of domicile one of your parents you may get domicile of that state but you won't get domicile of two states
