It is possible, if you rae not able to get any good college through all India quota then you can participate in your own state counselling, because in state counselling they give too much relaxation in the rank/marks to their students only to take admission in any course.

If you have domicile certificate of your state then they will provide you too much relation in the marks/rank so that you can get some good colleges of your preferred course in your own state only. For that you need to participate in the state counselling.
