No ,all depends on your AIR in JEE MAINS. For surathkal you need excellent rank in jee mains.

Actually NIT Surathkal takes admission based on jee mains marks.So if you are qualified for jee advanced then only you can apply for NIT surathkal and if you have a very good rank then you get admission in it too easily.
