Hi !
Don't be confused since your ultimate aim is upsc I will like to suggest you to take up BA. This is because upsc demands a lot from the humanities side. Once you will start upsc preparation you will have to study humanities subjects so isn't it better that you get a hang of them in your graduation beforehand rather than all of sudden being bog down with the load of history, geography , political science all at once while preparing for upsc.
These three years of graduation with ba will prepare a background for the upsc preparation. choose wisely.

Yes of course, the syllabus for upsc and state is have quite similarly, it will be helpful in both.
