Hi!
Ya application is necessary. After you apply then only you would be considered. Marks and rank would be considered via neet only your application and during counselling registeration is important.
Secoundly they quota for delhi people.

If you want to take admission in vmmc safdarjung and acms, you have to seperatly apply for ipu. However entrance are made only through marks and rank of neet ug.. good luck..
