There is an acute lack of good private colleges in India. There is only one good, BITS Pilani. 

Thapar college is not as good as BITS Pilani but it's still decent enough to provide you exposure hich will be adequate for you to excel if you put in more efforts.

Having said that, it is obviously not worth 17 lakh , but it's worth giving a try.
