Hey there was a mistake by me reading a question the answer to your question is that IIIT Bhubneshwar is for students all over the India  who have appeared in JEE and qualified the cutoff . But the institution has given a 50% reserved quota for students of Orissa for the development of student  in their state by giving them international approach of teaching.
