Yeah it is compulsory in each and every Colleges to submit your 12th marksheet during the time of counselling or admission or some time during commencement of classes as well. As faar as BITS  point of view yaah you need to submit your 12th marksheet during the time of admission. They will ask about that during the time of admission you don't need to worry about that.
